R2P Coalition Article in Harvard International Review
The Harvard International Review recently accepted an article entitled “
The End of Exceptionalism in War Crimes”, co-authored by Richard Cooper, Juliette Voinov Kohler and R2P Coalition Advisory Board member, David Scheffer, former US War Crimes Ambassador and current Professor of Law and Director of Northwestern University’s Center for International Human Rights. The R2P Coalition Book is Complete
The R2P Coalition has been working with members of its Advisory Board and Steering Committee to prepare a cogent, ground-breaking publication covering the debate on the realization and effective implementation of the Responsibility to Protect doctrine. The book, entitled "
The Responsibility to Protect: The Global Moral Compact for the XXIst Century", was recently completed, and we are now beginning the process of publication and distribution. Please look forward to our fourth quarter update for more information.
Conferences and Speaking Engagements
December 5-7, 2007 -"The Responsibility to Protect and the International Criminal Court: America’s New Priorities"
The R2P Coalition is sponsoring a conference on December 5-7, 2007 hosted by the Center for International Human Rights at Northwestern University School of Law called “
The Responsibility to Protect and the International Criminal Court: America’s New Priorities”. The goal of the conference is to develop recommendations on how the U.N. should take steps domestically and work with other governments and international institutions to implement the R2P principle. Within this framework, the conference will focus on two topics and develop recommendations on initiatives pertaining to the International Criminal Court and the United Nations: how to enable the U.S. to join, within a reasonable period of time, the ICC as a State Party, and how to ensure that the U.N. and the ICC can be better equipped with the means to deter and react to atrocity crimes, in particular through an enforcement mechanism with the legitimacy and capacity to arrest indicted fugitives of the ICC.
Staff Changes at The R2P Coalition
Mrs. Juliette Voinov Kohler has decided to leave her position with The R2P Coalition as Deputy Convenor to return with her family to Geneva, Switzerland, where she is a native. Mrs. Voinov Kohler has been essential to the formation and subsequent development of the Coalition’s mission and work, and she will be greatly missed. She will continue with the organization as a member of our Advisory Board. Please join us in wishing her the very best of luck in the future.
In turn, Ms. Kelly Whitley has recently assumed the role of Deputy Convenor at The R2P Coalition. Ms. Whitley brings five years of experience working in various capacities on post-conflict justice, rule of law and international criminal and humanitarian law matters. She has researched and written extensively on the efficacy of international and hybrid tribunals, the benefit of informal justice mechanisms in post-conflict situations and the role of international criminal law in peace building. A recipient of a human rights law fellowship, Ms. Whitley managed a Khmer Rouge Tribunal legal training project with the Cambodia genocide archiving center, The Documentation Center of Cambodia. She holds a MS from the London School of Economics in Law and Anthropology, and a BA from the University of Virginia in International Affairs and French.
