Dear Mr. Cooper,

Thank you very much for your letter of 19 June 2006 regarding the Responsibility to Protect Coalition, a nonpartisan organization dedicated to convincing the American public and its leadership to adopt the norm of the responsibility o protect as a flagship of America's engagement in the world.

We appreciate very much your invitation to join the steering group for the American Coalition for the Responsibility to Protect. The World Federalist Movement-Institute for Global Policy is pleased to accept this invitation.

I want to say how impressed and moved I was by your vision of the potential importance of the responsibility to protect (R2P) in US foreign policy. After our meeting, I attended a global peace forum in Vancouver where similar assessments were made by international law, justice and peace advocates. Having been 'present at the creation' and so deeply immersed in the extremely contentious negotiations to adopt the new norm at the UN Summit in September, 2005, and in the efforts of some governments to reverse that decision, I must admit we sometimes become too near-sighted in our appreciation of the potential larger political framework of R2P.

This is, in part, to say that it is possible for similar grass-roots efforts on R2P to develop in other locations around the world. But, to have an important grassroots initiative in the United States is indispensable. Equally important to us is that the initiative aims to be non-partisan.
